Аннотация

This article analyses the concept of international standards in the field of offence prevention and the theory and practice of implementing them into national legal systems. It examines the guidelines on crime prevention adopted by the Economic and Social Council of the United Nations, the Doha and Kyoto Declarations, and the monist and dualist theories of implementation together with the methods of transformation, incorporation and reception. A comparative analysis is conducted of the national legislation of the Republic of Uzbekistan, in particular the Law on the Prevention of Offences and the provisions of the Constitution relating to international law; the strengths and weaknesses of the national system are identified; and proposals for the further improvement of this field are developed.
